Net-zero Emission Development Plan of Resource Recycling Industry

With the government's emphasis on achieving net-zero emissions by 2050, the National Development Council (NDC) proposed the "Taiwan's Pathway to Net-Zero Emissions in 2050" in March 2022. Nearly a year later, the original legislation, the "Greenhouse Gas Reduction and Management Act," was officially renamed the "Climate Change Response Act" and came into effect on February 15, 2023. Subsequently, regulations related to greenhouse gas inventory and carbon fee collection were successively issued. During the implementation of this plan, priority is given to guiding civic and private-level clearing and processing organizations. The plan aims to achieve the following: (1)Inventory the current status of domestic resource cycling industries, this year screen and prioritize self-assessment surveys for 356 entities undergoing green transformation and carbon reduction measures, visit and diagnose 76 entities (including alternates), conduct greenhouse gas inventory for 21 entities, and collaborate with 6 entities on automation, smart technology, and low-carbon implementation projects. Various guidance activities have completed during the project period. (2)Conduct 1 expert consultation meeting, 3 guidance promotion briefings, 3 guidance course trainings, and 3 guidance promotion explanation meetings to enhance the green competitiveness of domestic resource cycling industries. (3)Based on the guidance results, evaluate the carbon reduction benefits of the resource cycling industry and formulate a year-by-year and type-specific carbon reduction plan.
